Abstract

Background. This article is a study of the reasons for the difficulty in assessing the effectiveness of the functioning of education and the low income of its employees. We propose, as a hypothesis, explaining the problem of assessing the effectiveness of education, a statement about its complex socio-economic nature. We assume that the low labor cost of educators is a consequence of the transition to a liberal market paradigm of Russia’s economic development, in which the value of labor of representatives of socially significant professions is underestimated.
Materials and methods. We use statistical, comparative, retrospective analysis to test hypotheses.
Results. The complex socio-economic nature of education does not make it possible to accurately assess its effectiveness. Reduced public funding and the commercialization of education minimize the benefits from it for Russian society. The fall in wage earners in education coincides with the transition to a liberal market paradigm of Russia’s economic development.
Conclusions. Difficulties in measuring the effectiveness of education provide an opportunity to improve the methods of statistical and econometric analysis in the field of social research. Leveling the negative consequences of market reforms involves the socialization of the educational process and the increase in education state spending.
